Colorado City, Texas
Client:
Cipher Barker Lake LLC

The Cipher Barber Lake Data Center is a hyperscale data center development located in Colorado City, Texas. The project includes significant electrical infrastructure, underground duct bank systems, and integration of a 9.99 MW / 2-hour Battery Energy Storage System (BESS).

Irby Construction is responsible for construction of an extensive underground telecom and power duct bank system, including TC (Tenant-Carrier), TP (Tenant-Production), TRT (Tenant Route Tie), and OC (Owner-Carrier), conduit systems. We’re also installing and integrating a 9.99 MW / 2-hour BESS to support data center reliability and grid interaction. The scope of work also includes support for execution between multiple Quanta operating companies and coordinating daily task assignments through our sister firm, Northstar Energy Solutions.

Project execution follows Irby’s Workplace Safety Plan (WPSP) to cover hazard control, training, inspections and stop work authority. Irby’s Emergency Action Plan (EAP) is also in place covering emergency contacts, medical facilities, hazard protocols, and a detailed project risk assessment.

The Cipher Barber Lake project is one of Irby’s growing number of Data Center projects where we serve as a one stop shop for electric power solutions including high voltage (transmission and substation), medium voltage (overhead and underground distribution), BESS and Foundation services in addition to low voltage inside electric needs for the data center.

Start Date: October 2025
